Europe experienced widespread relief on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are delivered from various governments. Considerable effort is devoted on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a ability afforded by timely intelligence. From observation points, military aircraft that had been dispatched to counter approaching cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Not long after, a automatic firearm opened up on a unmanned aircraft close by, part of a defensive team – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its objective.
With pauses, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on international aid – a need that European nations are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington operates on a premise familiar among international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not move to homefront challenges. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
